The Basic Resident Registration Act will begin to be applied to foreign residents by July 2012. The Alien Registration Act will be abolished thereafter.
Foreign nationals who will be subject to the new system
- Foreign nationals residing in Japan legally for medium to long term
- Foreign nationals recognized as Special Permanent Resident
- Foreign nationals who are granted landing permission for temporary refuge
- Foreign nationals who are granted permission for provisional stay
- Foreign nationals who is to stay in Japan through birth
- Foreign nationals who has renounced Japanese nationality
Transitional steps
- Making of provisional residence record: Provisional residence records will be made by May 2012 for foreign nationals who are listed on the alien registration kept by their municipalities, and expected to reside in the municipalities when the new system will start.
- Notification of provisional residence record: Provisional residence records will be sent to the addresses on the alien registration from the municipalities they reside in for confirmation of the content.
- Transition to residence record: Provisional residence record will become formal residence record with the transition to the new system.
