G'day! 初めまして！千葉市役所の国際交流課の新しい国際交流員（CIR)、ジュール アレックスと申します。オーストラリアのシドニーから来て、2026年4月に国際交流員に着任しました。ケイティさん（前任のCIR）が書いたこのブログを引き継いで年3～4回程度投稿したいと思います。オーストラリアのことを紹介しますので、是非それに興味（と時間）があったら読んでくださいね。よろしくお願いします！

G'day, and nice to meet you everyone! My name is Alex Joule and I am the new Coordinator for International Relations (CIR) at Chiba City Hall. I am from Sydney, Australia, and I started working here in April, 2026. I am inheriting this blog from Katie, the previous CIR, and I plan to continue posting on this blog about 3 to 4 times per year. I will be using this blog to introduce stuff about Australia so if you are interested (and have the time to read it), please give it a read. Thank you!

国際交流員（CIR)とは？ /What is a CIR?

国際交流員（CIR)はJETプログラムの参加者です。JETプログラム（読み方：ジェットプログラム）は、「語学指導等を行う外国青年招致事業（The Japan Exchange and Teaching Programme）」の略称です。

JETプログラムは主に海外の青年を招致し、地方自治体、教育委員会及び全国の小・中学校や高等学校で、国際交流の業務と外国語教育に携わることにより、地域レベルでの国際化を推進することを目的としています。

国際交流員(CIR)は主に自治体の国際交流担当部局等に配属され、国際交流活動に従事します。仕事内容は外国語刊行物等の編集・翻訳・監修、国際交流事業の企画・立案及び実施に当たっての協力・助言、外国からの訪問客の接遇、イベント等の際の通訳等です。

CIRs are JET Program participants. The Japan Exchange and Teaching Programme—JET for short—is a government-sponsored initiative that invites college graduates from around the world to live and work in Japan.

The programme primarily places participants in local governments, boards of education, and public schools across Japan, where they support foreign language instruction and international exchange activities. Through these efforts, the JET Programme promotes grassroots internationalization and fosters mutual understanding between Japan and other countries.

CIRs assist local government offices in international exchange activities at the local level and their major duties often include translation/interpretation for government officials, teaching community or school English classes, and international exchange event planning and implementation.

オーストラリアの紹介/ About Australia

オーストラリアでは今（このブログを投稿した時点）は冬です。オーストラリアは南半球にある国ですので、季節は日本と逆です。オーストラリアの冬はあまり寒くなく、ニューサウスウェールズ州にあるブルー・マウンテンズ以外は雪が滅多に降りません。

オーストラリアは6州と2準州という、少ない州で構成されていますが、総面積は世界6位です。西オーストラリア（パース）と東オーストラリア（シドニー）の距離があまりにも遠くて、時差はなんと2時間あります！ちなみにオーストラリアと日本の距離は遠いですが、タイムゾーンが近くて、時差が1～2時間（サマータイムになったら最大2時間）しかありません。

首都はオーストラリア首都特別地域にある「キャンベラ」という都市です。シドニーではありません！なぜキャンベラが首都になったのか、それは、昔メルボルンとシドニーがどちらが首都になるのかを揉めていて、その揉めごとを止めるために、メルボルンとシドニーの間に新しい都市を作り、その新しい都市（キャンベラ）をあえて首都にすることが決まったらしいです。昔東京と京都のどれが首都になるのか揉めていた話と少し似ているかもしれませんよね？

Australia is currently in winter right now (at the time of posting this blog). Australia is in the Southern Hemisphere, so it experiences the opposite seasons of Japan. However, it's not very cold in winter, so outside of the Blue Mountains in NSW, it rarely snows in Australia.

Despite being comprised of only 6 states and 2 territories, Australia is the 6th largest country in the world. The distance between Perth, which is located in Western Australia, and Sydney, which is located in Eastern Australia, is so great that there's actually a 2 hour time difference between the two cities! By the way, even though Japan and Australia are geographically very far from each other, there's only a 1~2 hour time difference (2 hours during Daylight's Savings) between the two countries.

Australia's capital city, which is located in the Australian Capital Territory, is Canberra (not Sydney!). The reason that Canberra became the capital city of Australia was apparently because Melbourne and Sydney were fighting over who would become the capital city, and because they couldn't decide on which city would become the capital city, they built a new city in between Melbourne and Sydney called Canberra and decided to make that the capital city instead. Reminds you of how Tokyo and Kyoto used to fight over who would become the capital city of Japan, doesn't it?

自分の出身、シドニーの紹介/ About Sydney 

シドニーはオーストラリアの一番大きい都市で、晴れやかなビーチ、海鮮料理、シドニーオペラハウス、シドニハーバーブリッジが有名な都市です。シドニーは多文化の都市で、色々な国の料理を食べることができます。そしてシドニーの海鮮料理は有名です。シドニーのロブスター、エビ、カキ、バラマンディという魚、鯛等もどれも名物なので、みんなさんがもしシドニーに行く機会があれば是非食べてみてください。一番のお勧めはエビかバラマンディです。シドニーのエビが凄く大きいし、また、バラマンディはオーストラリアでしか食べられない魚です（とても美味しいですよ！）。

Sydney is Australia's biggest city and it is known for its sunny beaches, seafood, the Sydney Opera House, and the Sydney Harbour Bridge. It's a very multicultural city, so you can eat food from countries all over the world there. Some of the seafood that Sydney is famous for include: lobsters, prawns, oysters, barramundi, and snapper. If you ever get the chance to visit Sydney, I recommend either trying the prawns or the barramundi, since the prawns we have in Sydney are very big, and the barramundi is a fish that you can only eat in Australia (it's very tasty).

シドニーオペラハウス/Sydney Opera House

シドニーに住んでいた時にはシドニハーバーブリッジを渡ることが多かったです。北シドニーにある「ノースショア」という部分に住んでいたので、都心部に行く度に、渡らなければなりませんでした。お金を払って橋の上まで上ることができますが、私は上ったことがないです。その橋の一番怖いところは、道路上に左の車線と右の車線を分ける壁がないことです。都心部に行く車線と都心部から来る車線が時期により変わるので、走ってはいけない車線に間違って移動してしまったら対向車に突撃する可能性があります。恐ろしいですよね？でも、シドニーハーバーブリッジで事故が起こったというニュースをあまり聞かないので、シドニーのみんなは多分そういうのに慣れているのでしょうね。仮に免許を持っていても、私にはその橋に車絶対行きたくないですけどね。

I used to cross the Sydney Harbour Bridge all the time in Sydney because I lived in a part of Sydney called the North Shore, so I had to cross the bridge every time I wanted to go to the city. You can pay to climb to the top of the bridge, but I have never done it. One of the scariest things about the bridge is that there is no fence in the middle separating you from the oncoming traffic. This is because the amount of lanes going towards the city and the amount of lanes going out of the city change depending on the time of day. So if you don't pay attention and drive into the wrong lane, you could crash directly into the oncoming car. Terrifying, right? But there doesn't seem to be many accidents on the bridge, so I guess everyone in Australia is pretty used to it. Even if I could drive, I would never want to drive on that bridge.
