The City of Chiba is creating a registry of those who need assistance evacuating in times of natural disaster(※1)
(※1) The registry is being created in accordance with the Chiba City Ordinance on the Chiba City Evacuation Assistance Registry.
If you do not speak Japanese, you may face difficulties in times of natural disaster (earthquakes, typhoons, heavy rains, etc.), such as not knowing where to get important information or when to .
The City of Chiba is creating a registry of those who do not speak Japanese and cannot evacuate on their own if a natural disaster occurs (※2).
This registry will be given to neighborhood residents’ associations. Although being on the registry means that those living near you will know your name, address, and telephone number, if a natural disaster occurs, they may come help you evacuate.
(※2) The official name of the register is the ‘Chiba City Evacuation Assistance Register’. In addition to foreign residents who do not speak Japanese, the register includes Japanese residents with disabilities, illnesses, etc.
Those who wish to be listed on the registry should submit an application to the Chiba City International Association or the City of Chiba International Relations Division. Applications are available at the Chiba City International Association or the City of Chiba International Relations Division.
Please complete the application in Japanese. If you cannot write in Japanese, please ask somebody who can for assistance. The Chiba City International Association can assist you in completing the application.
The Chiba City International Association has staff members that speak foreign languages. As there may be times when the staff is unavailable, please call in advance.

Those who previously registered but wish to be removed from the registry because they speak Japanese, live outside of Chiba City, or are returning to their home countries should fill out the appropriate form and submit it to the Chiba City International Association or the City of Chiba International Relations Division.

However, large natural disasters also cause difficulties for those who live near you. They may become injured and unable to assist you.
For this reason, it is important to prepare for disasters and be able to evacuate on your own. It is also important to study Japanese on a regular basis. Please study Japanese and build friendly relationships with those in your neighborhood.
The Chiba City International Association and City of Chiba International Relations Division are distributing copies of the ‘Disaster Prevention Guidebook for Foreigners’, which provides useful information about disaster prevention. Please read the guide with your family so that you can learn how to protect yourselves in times of disaster. The guidebook is written in English, Chinese, Korean, Spanish, Vietnamese, Nepali, and simple Japanese. It can also be accessed on the City of Chiba International Relations Division website, along with informational videos.
