Dia Dhuit! This is Katie the CIR from the International Relations Division at Chiba City Hall. In this month’s edition, I would like to give an overview of the Irish government.

The Irish Government

The name of the Irish government’s parliament is “the Oireachtas” and it is in the capital of Dublin.

 It is made up of the President, the lower house “Dáil Éireann” and the upper house, known as “Seanad Éireann”. The Dáil holds the most political power. An elected member of the Dáil is called a “TD” (Teachta Dála) and members of the Seanad are called “Senators”. Local government members are known as “councillors”. Bills and laws must be passed by both houses before being signed by the President. A video of the Dáil in action can be viewed here（外部サイトへリンク）.

アイルランド政府の国民議会は「ウラクタス」(Oireachtas)と呼ばれ、首都のダブリンにあります。アイルランド政府は、大統領、「シャナド・エアラン」（上院、Seanad Éireann) 、および「ドイル・エアラン」（下院、Dáil Éireann）で構成されています。「ドイル」が最も大きな政治権力を握っています。
「ドイル」の議員は「ティー・ディー（Teachta Dála、TD）」と「シャナド」の議員は「セナター」（Senator）として呼ばれています。地方自治体の県・市議員は「カウンセラー（Councillor）」と呼ばれます。法案が法律として成立するには、まず両院で可決され、その後に大統領の署名を受ける必要があります。ドイルの様子が見られる動画はこちら（外部サイトへリンク）です。

Leader of the Dáil

The leader of the Dáil is known as the “Taoiseach” (pronunced Tee-shock) and the position was established in 1937, when the Irish Free State adopted the Constitution of Ireland as part of efforts to solidify their independence from the British government. The translation of this Irish word is “chieftain”. The position is always referred as “Taoiseach” when speaking in both English and Irish, not prime minister. It is considered offensive to address or speak about the Taoiseach using the word “prime minister” due to Ireland’s long history of being forcibly oppressed by the British government. The use of the Irish language was also banned by the British government in the past, so using the Irish word “Taoiseach” carries huge cultural and historic significance for the Irish people. The Taoiseach has no official residence like Downing Street or the White House, with the elected leader commuting regularly from their own home.

アイルランドの首相

下院（ドイル）の長は「ティーショク」です。「ティーショク」の役職は、アイルランド自由国がイギリス政府からの独立を確固たるものにするため、１９３７年にアイルランド憲法を採択した際に設立されました。「ティーショク」の英訳は「Chieftain」（ケルト時代アイルランドの族長）です。英語やアイルランド語で話す時は、「首相」（Prime Minister）ではなく、必ず「ティーショク」という言葉が使われます。実は、アイルランドは長い間イギリス政府によって強制的に抑圧されてきた歴史があるため、「ティーショク」を「Prime Minister」と呼ぶことに不快感を覚える人もいます。さらに、かつてイギリス政府がアイルランド語の使用を禁止していたため、現在ではアイルランド語の言葉を使うことが、アイルランドの人々にとって非常に重要な文化的・歴史的意味を持っています。イギリスの首相はダウニング街10番地に、アメリカの大統領はホワイトハウスに公邸がありますが、アイルランドのティーショクには公式の公邸がなく、通常は自宅から通勤しています。

The President of Ireland

The President of Ireland holds no political power and is seen as a symbolic head of state. Their main role is to sign the Taoiseach into office, dissolve the government and to sign off on bills. Unlike the Taoiseach, they have an official residence called Áras an Uachtaráin.

アイルランドの大統領

アイルランドの大統領は政治的な権力を持たず、国の象徴とされています。大統領の主な役割は、ティーショクを正式に就任させ、政府を解散し、法律に署名することです。ティーショクとは異なり、大統領には公式の公邸があります。
