The concept of sister cities began after World War II, with the goal of preventing future wars by creating better international relationships through deeper mutual understanding and friendship on a citizen level.
The first sister city agreement in Japan was created between Nagasaki and St. Paul, Minnesota (USA) in 1955. Currently, many local governments have sister city agreements with cities in countries all over the world, with citizen-based exchanges taking place in fields such as economics, culture, and sports.
